Edit: Solved by running chkdsk. It took more than 48 hours for chkdsk to complete so be patient if you are doing this! This is a recent change in behaviour, new in the last months I would guess.
I don’t see anything relevant in the Event Viewer. I’ve tried many of the online suggestions such as disabling search and SuperFetch but that has not helped. Just now I was trying to update a route in Garmin Basecamp. Then disk activity suddenly went to zero and the route recalculation completed in what I would consider a “normal” amount of time.
